State Scientific Center of the Russian Federation

ГЭТ 164-2016 (НИЛ 2423)

Standard name:

  • ГЭТ 164-2016 State primary special standard of the unit of mass concentration of particles in aerodispersed media

Type of measurement:

  • Measurements of the physical and chemical composition and properties of substances

Structural division: name НИО\НИЛ:

  • Laboratory of State Standards and Scientific Research in the Field of Measurement of Dispersed Media Parameters

Guardian Scientist:

  • Kustikov Yuri Anatolievich, Ph.D.

Year of creation:

  • 2003

Year of re-confirmation:

  • 2016

Operating principle:

  • The operation of the standard is based on a number of physical methods (gravimetric, radioisotope, diffraction, photometric, luminescence, time-of-flight spectrometry, optical microscopy), ensuring the reproduction and transmission of units of mass concentration of particles in aerodispersed media and the measurement of particle sizes.

Composition of the standard:

The state primary special standard consists of the following complexes: a radioisotope-gravimetric complex of equipment for measuring the mass concentration of aerosol particles; complexes of equipment for creating aerosols; an aerodynamic complex of equipment for fractional separation of aerodispersed media by the aerodynamic diameter of particles (PM2.5, PM10); a complex of equipment for measuring the parameters of dispersed media.

Main metrological characteristics

Characteristic name Value

Expanded uncertainty U (k = 2) in the range (0.15 – 1500) mg/m3, % 2.8 – 3.2
Expanded uncertainty U (k = 2) in the range (0.02 – 0.15) mg/m3, % 3.2 – 5.0
Particle mass concentration range in aerodispersed media (PM2.5 and PM10 fractions), mg/m3 0.02 – 1.5
Expanded uncertainty U (k = 2), % 3.2 – 5.0
Particle spherical diameter range, μm 0.5 – 1000
Expanded uncertainty U (k = 2), % 3.0 – 4.5

Verification diagram:

  • Heads the state verification scheme for measuring instruments for the dispersed parameters of aerosols, suspensions, and powdered materials, approved by Order No. 3105 of Rosstandart dated December 30, 2021.

Scope of application:

  • State regulation of measurement uniformity;
  • Atmospheric air monitoring, workplace air monitoring, and industrial emissions monitoring;
  • Hygienic standards monitoring (maximum permissible concentrations of suspended particles);
  • Electronic, space, and defense technologies;
  • Recycling of man-made waste, etc.

Results of applying the standard:

Currently, in the Russian Federation, the fleet of aerosol analyzers - mass concentration meters is more than 10,000 units (more than 50 approved types of measuring instruments) and measurements of the mass concentration of suspended particles are carried out in the sphere of state regulation and are in high demand by such ministries and departments as:

  • Roshydromet – atmospheric air monitoring, global climate change monitoring;
  • Ministry of Natural Resources – atmospheric air monitoring, industrial emissions into the atmosphere, and pollution in residential areas;
  • Ministry of Health – monitoring hygienic standards (maximum permissible concentrations of suspended particles);
  • Rosnadzor – monitoring pre-explosive concentrations of combustible dust;
  • Ministry of Defense – creation of damaging aerosols;
  • Ministry of Labor – control of personal respiratory protective equipment and filter elements;
  • Roscosmos, Rosaviatsia – control of aerosol particles in aircraft cabins;
  • Enterprises in the chemical, food, and petrochemical industries, ecology, and the gas and fuel and energy complex.

The total number of measuring instruments traceable to ГЭТ 164-2016:

Tens of thousands

Ensuring the uniformity of measurements, participation in the CIPM MRA program:

  1. Pilot comparisons in the field of measuring the mass concentration of particulate matter, COOMET 435/RU/08 (2008–2012). Participants: VNIIM (Russia) – coordinator, KazStandard (Kazakhstan).
  2. Pilot comparisons in measuring the cutoff diameter of PM2.5 particles, APMP/QM-PXX (2025–2026). Participants: NPLI (India) – coordinator, VNIIM (Russia), NIM (China), KRISS (Korea).

Key comparisons in the field of particle mass concentration measurements under the CIPM MRA agreement have not been carried out; CMC lines are missing.

Unique technical installations as part of the standard:

Aerosol generation equipment systems; aerodynamic equipment systems for fractional separation of aerodispersed media by the aerodynamic diameter of particles (PM2.5, PM10); DAST and DAST-1-E radioisotope aerosol mass concentration meters from the radioisotope-gravimetric equipment system.
