Operating principle:
The standard is based on a method for reproducing the unit loss angle and the numerically equal unit loss tangent using plane-parallel and cross-electrode systems. A plane-parallel system utilizes a nearly linear dependence of the loss angle on the interelectrode capacitance, while a cross-electrode system (assuming it is symmetrical) utilizes a near-zero sum of the loss angles of the cross-electrodes.

Unique technical installations as part of the standard:
The electrode system has design features that reduce the effect of capacitive leakage on the housing, which reduced the standard's НСП to a few units of the seventh digit. (Invention Certificate No. 1107656, B.I. 45, 1986). The cross-electrode system made it possible to establish a starting (zero) point within the range of reproducible loss angle values (Invention Certificate No. 1259874, B.I. 35, 1986). The uniqueness of the developed devices brought the country to a global metrological level and remains relevant to this day.
